Abstract

This study aims to analyze a gender-based public logistics policy model in supporting women’s empowerment in Indonesia’s disadvantaged, frontier, and outermost (3T) regions. The main issue addressed in this research is the limited access of women to public logistics services, resource distribution, basic infrastructure, and gender-equitable economic opportunities in 3T areas. This condition has contributed to the low participation of women in economic activities and local development processes. The study employed a qualitative approach with a descriptive-exploratory design. Data were collected through in-depth interviews, documentation, and literature review of government policies, community empowerment programs, and public logistics management practices. The data collection process was conducted both directly and online to accommodate the geographical conditions of the research areas. Data analysis applied an interactive model involving data reduction, data presentation, and conclusion drawing. The findings indicate that gender-based public logistics policies require strengthening distribution access, increasing women’s participation in decision-making processes, developing inclusive infrastructure, and enhancing collaboration among government, communities, and the private sector. An inclusive and gender-responsive policy model is considered capable of strengthening women’s socio-economic resilience and supporting sustainable development in Indonesia’s 3T regions.
